Spam

On May 11th, the Minister of Industry, Lucienne Robillard, announced the creation of a Spam Task Force, focused on identifying measures to reduce and control spam (junk email). Spam is a big and growing problem for Internet users, threatening the viability of e-mail. While there are no "silver bullet" solutions to the problem, many other countries have taken legislative measures to prohibit or otherwise regulate spam, recognizing that the international nature and pervasiveness of the problem means that legislation must be accompanied by an effective local enforcement strategy and broad international cooperation in order to get any meaningful results. In the USA, for example, new anti-spam laws provide for private rights of action against spammers.

Question
